FAKE Volumetric Lights in Unity

How to create fake Volumetric Lights or Godrays in Unity. This will work in SRP, URP or HDRP across platforms you need a lowpoly, optimised solution. Especially for things like mobile and VR. This will help us create some really simple but effective volumetric effects over light sources, windows or a flashlight!
